augmentation of existing continuous stemwall foundation

In augmenting an existing continuous foundation (typ. residential masonry stemwall with 10x20 concrete footing)with and adjacent strip foundation, could load transfer be adequately developed through epoxied dowels? How would one quantify this per aci? Any thoughts on this approach verse underpinning existing foundations with isolated pads under the existing continuous foundation? what about constructibility concerns?

The increased loading requiring the augmented foundation will bear (on top of the existing footing) adjacent to the existing wall loading not concentric with it.
 
What is the height and wall material bearing on the strip footings?

Depending on the height and thickness it could be a beam that is much stiffer than the flexible footing you are concerned about.
