Asymetrical profile tolerance must match adjacent recess diameter tolerance!

I'm working on a part which has a recess diameter of 88.04 (+0.1, +0.3)mm. The adjacent flat surface must (because I want to understand the shenanigan) match the equivalent profile tolerance with the (U) option.

Is it possible to put a negative value with the (U) so it matches the diameter tolerance?

For the ASME Y14.5 U modifier (per ISO you would use UZ) the value after the modifier is either 0 or positive, and it specifies how much of the tolerance zone is in the direction that adds material relative to the true profile.
Why do you make the connection between the diameter tolerance and the tolerance for the flat bottom of the recess?
The profile tolerance controls how much deviation the bottom can have relative to the theoretical profile 9 mm away from datum A. What does it have to do with the diameter tolerance?
 
If that 88.04 is indeed a diameter it is missing the diameter symbol.
