ASTM E351 - Cast iron chemical analysis

Does ASTM E351 contain any "specifications" of the elements in the various flavors of cast iron?

Or is just about how to test for each element?

The E specs are just test methods, you have to refer to the product spec for the required composition.

My dilemma is at least one of the cast irons ASTM specs contain statements like this-

ASTM A48
1.1.1 This specification subordinates chemical composition
to tensile strength.
No chemistry is mentioned what-so-ever !

Well if you don't invoke your own spec then that is what you will get.
There are companies that I know of that require multiple CI specs so that both chemistry and properties get constrained.
On the other hand if you are getting the desired properties why would you care about chemistry?
It is only CI.
