I have a copy of the 1990 version of ASTM A513 which is not the current version. Table 21 shows material properties for round tube based on manufacturing process. I don't know if this helps or not.
As Welded - Fy 30ksi, Fu 42ksi
Normalized - Fy 23ksi, Fu 38ksi
Sink Drawn - Fy 38ksi, Fu 48ksi
Mandrel Drawn - Fy 50ksi, Fu 60ksi
Stress Relieved - Fy 45ksi, Fu 55ksi
You can see that there is a wide range, so you probably need more information than just the grade.
