Assign/modify shortcut keys

I am new to SE and trying to work with SE17
Is there a way to assign or modify the shortcut keys for Pan?
The default is:
CTRL+SHIFT+Middle Mouse Button=Pan
CTRL+Middle Mouse Button=Zoom
Middle Mouse Button=Rotate

Is there a possibility to change or modify this?

Tools -> Customize -> Keyboard

I tried this,but it assigns only keyboard.
I am trying to assign keyboard+mouse.
