Asphalt and Polymer Shortage?

What has anybody hears about this? When will it end or at least come back down? I understand the requirement for low sulfur fuel is at least partly to blame.

I was working for an asphalt producer a few weeks ago and he told me that there was no shortage of oil, only a shortage of money to buy oil!!!!!
