ASME VIII Div.2 - 3.4.3 Test Specimen Heat Treatment

I'm having some difficulty in understanding the requirements for the heat treatment of test specimens as discussed in Par 3.4.3 of ASME VIII Div.2 (Ed. 2015)

Can anybody explain it with simple example?
