ASME VIII Appendix 13 Lv/H<4

I am currently looking at a number of rectangular vessels which have a Lv/H and/or Lv/h ratio less than 4. They were built in 1976 and I cannot seem to get it to comply with the post 1986 editions of ASME VIII Div 1.

My questions are:
- when did Appendix 13 first appear in ASME VIII Div 1?
- were the special conditions for short vessels in place in 1976?
- what method was used prior to App 13 appearing in ASME VIII Div 1?

Appendix 13-4 (h) states: "The design equations in this Appendix are based on vessels in which the length Lv to side dimension (H or h) ratio (aspect ratio) is greater than 4. These equations are conservatively applicable to vessels of aspect ratio less than 4 and may thus be used as specified in this Appendix. Vessel sideplates with aspect ratios less than 4 are strengthened by the interaction of the end closures and may be designed in accordance with the provisions of U-2(g) by using established techniques of structural analysis."

So the normal rules can be used for short vessels, although the analysis will be conservative. If they don't qualify a U-2(g) analysis will need to be performed.
