ASME vessel not registered with National Board 3

We received and installed a pressure vessel at one of our sites in South Korea. The vessel was not registered with the National Board by the OEM. We have requested that the vessel be registered. The nameplate will now need to be updated to include the NB number. I would like to know the below,
1.If we request a new nameplate will a NB inspector assigned by the OEM be required to be present at site to witness the removal of the old nameplate and installation of the new. I understand the OEM will have to revise their U1A form.
2.Can this work be accomplished by using a local Authorized inspector independent of the OEM at the site
3.Does this effort using a local AI need a R stamp and associated paperwork?

All of this is based on the notion that the Jurisdiction is contacted and agrees with this plan.

1) You can request it from the OEM. In theory the same AI that signed the original document should be able to sign the new one. Though this needs to be done after the nameplate swap.

2) You should be able to use a local AI, as long as they work for the same company. If not local, then start discussing options with the AI that will sign the new U-1A form.

3) This is a grey area of R Stamp work, since the vessel isn't registered with the NB yet, but is built to ASME (I assume). It is always safer to just go the conservative route though and apply the R Stamp.

My opinion is to use a local R stamp company that uses the same AIA of the original manufacturer to perform the data plate swap. That would be the cleanest and easiest if it is possible.

Thank you FormerAIS. Your inputs are appreciated. The vessel was fabricated and ASME stamped in Taiwan and the shipped to install as the site is in Korea. This certainly complicates things. I am not sure how much time and costs are involved in this effort but we will certainly have to get this done I presume. It would be ideal to get a local AI from the same original AIA company to get over with this.
 
Many ASME Certificate holders in Asia do not have the Authorization to Register Certificate from the National Board. They have to apply to the NB and then revise their QC Manual to add those controls.

Suggest reviewing ASME CAP-21 about Code Stamping. This is an ASME issue.

Instead of buying pressure vessels mad in Asian countries buy American made pressure vessels that way you minimize headaches and save money.
 
It can be complicated as involved the Mfr in a different country and AI inspection. It is in doubt if this Mfr was a registered ASME Builder. Should discuss with your Owner and AI for the possible solution.
Meanwhile, the back-up plan is to consider an option to get a quote of new vessel from a qualified ASME shop.
 
It is time to read the applicable Document from the National Board (because this is not a ASME Issue).
Please download the document "NB-264 Rev. 13 Criteria for Registration of Boilers, Pressure Vessels and Pressure Retaining Items" and read paragraph "CR-6.0 Special Registration Process – For Items not Registered during the Original Manufacturing Process"

Under NB-264 CR 6-0 the Manufacturer still Must complete the form Authorization for Registration. If they have not or will not then it is still a ASME Issue.
