ASME Section VIII -Div 3 - Qualification of New Steel Supply??

We have a customer referring to “Procedure for Qualifying New Steels” in ASME Section VIII, Div 3, "Alternative Rules for Construction of High Pressure Vessels". I have a 2015 version of the ASME Section VIII, Div 3 Specification and cannot locate requirements for qualification of new steels. Before I spend the money to update my specification, can anyone tell me if an updated specification has such a reference or if our customer has made an incorrect reference? Thanks you for your assistance.
