ASME Sect. IV Is figure HLW-415 (d) considered a "full pen" weld? Is it .85 JE?

Our company requires that pressure vessel be built with a Joint Efficiency of a minimum .85, and if backing bars are used, they must be removed. The fab company sent me a few pages of section IV code with figure HLW-415 (d)and HLW-402 (a) highlighted. He said that this would result in a .85 joint efficiency. I am not familiar with IV, but just reading HLW-402, it doesn't seem to.

Any help is much appreciated.

@r6155, that's what I was leaning toward. I contacted a colleague ealier and he thought it would be .85. I love codes.
