ASME SEC VIII DIV 1 Vessel , Killed Steel

Dear All,

Pressure Vessel as per ASME SEC VIII,Vessel Size is Dia 2m and length (Tan to Tan )4m Shell Material is A 516 gr 70, So wheather carbon steel plates shall be fully killed??? is there any code requirement for that?
