ASME SEC II SA-965, Grade 317/317L

As per ASME SA-182,
SA-965 to be referred for Austenitic stainless steel forgings weighing above 10000lbs.
However Grade F317 or F317L are not available in SA-965, is there any particular reason for not including 317/317L for heavy forgings in SA-965?
