ASME Outer Jacket Over-pressurization Relief Device

We have a requirement for a vacuum insulated pressure vessel. Therefore the pressure vessel will have an outer jacket. Is anybody familiar with the concept of including the provision for a device that prevents the collapse of the inner vessel. Can anybody point me to the clause (if one exists) in Section VIII Div 1?
