I think that you are mxing a bit the nomenclature. The allowable word refers to a maximum (not minimum) allowable stress value, at a given temperature, for a particular type of metallic material listed in ASME code. However, any material has a minimum (not maximum) guaranteed tensile strenght listed in the ASME II-D. If you don't have access to the ASME II-D, give us as many as available details of your material (carbon steel, stainless steel, low temperature, high temperature application, etc..) and we'll try to identify that plate for you.
Obviously, you are looking for a steel plate, but the definition of 34 ksi is just as good as you would look for the name of a blonde with blue eyes, who's currently living in Europe or perhaps in USA.
Also, most of the steel plate material listed in ASME II-D can be formed in a 2:1 semi-ellipsoidal dish, but once you determined the grade of plate material you need, you have to check with one or more fabricators for that particular material and size, if it is in their scope of supply.
