ASME Div 2 AD-551

AD-551 prohibits nozzles with less than 80% of the vessel wall strength. Why is the limit set at 80%? We have a vessel with nozzles at 65% of vessel wall. Can we use Div 2 and adjust required area by the strength ratio?
