ASCE Risk Categories for Buried Vaults

In designing a buried water main valve vault (60" in diameter), would one be inclined to assign risk category I or IV?

Personally, I would be inclined to assign IV due to the size of the main.

Probably the simple solution is to ask the local jurisdiction...

Never mind. Found the answer in the Commentary of ASCE 7-10.
