ASCE 7-05 Wind Load Gust Factor

I’m trying to calculate the Gust Effect Factor for a Flexible structure in accordance with ASCE 7-05. On page 27 they have a variable E which I can not find a definition for (n = 4.6*n1*E*B/[Vz]). Does anyone happen to know what E is?
