ASCE 7-05 section 12.13.4 allows for a reduction in the overturning effects on foundations that are designed using the ELF procedure as long as the structure is not an inverted pendulum structure. Since the section states that this is applied as the soil-foundation interface, I would think this would only apply to bearing pressure and not the foundation stability calculation of the foundation (when calculating FOS against sliding and overturning). Is this correct?
