ASCE 7-05 Figure 6-18A

I am doing a wind load analysis for a friend on some roof mounted solar panels. I believe that I have all of the required components figured out except I am not sure how to use table 6-18A.
I am sure that Clear wind flow will be used, but how do I determine Load case? Also, for the whole solar panel array, do I average Cnw and Cnl or use worst case?
