ASCE 7-02 Sect. 5.3 vs ASCE 24

I'm actually curious about the IBC 1612.5 section that refers to flood hazard documentation as well as the 1612.4 flood design section and wether or not ASCE 7-02 can be used or if ASCE 24 has many more requirements not stated in ASCE 7. I'd apprecciate any discussion on these topics.
