ASCE 37-02 & 7-10

Does anyone know if I can use the reduction to the basic wind speed for short duration construction projects that's given in ASCE 37-02 Section 6.2.1? It specifically references that the wind speed to be reduced comes from ASCE 7-95 and there doesn't appear to be a newer version that references ASCE 7-10.

ASCE 37-02 is not a referenced standard in any building code that I'm aware of. However, I also don't believe that any of the codes actually address construction wind loads. In my experience, wind pressures based on ASCE 7-95 are generally higher than those based on ASCE 7-10. Logically, it would seem to me that someone would be hard pressed to say that you didn't do your due diligence.

It's curious that the abstract at the beginning of ASCE 37-02 says that the standard is suitable for use with either strength design or allowable stress design criteria. At first blush, I wasn't able to find any specific provisions in Section 6.2.1 that appeared to address this.
 
Yes, you can use the same reductions given in ASCE 37-02 in conjunction with ASCE 7-10. ASCE 37-14 will be out later this year, and it contains ASCE 7-10 as the base standard with no alterations to those reductions.
 
Since the reductions are based on probabilities, I think you can use 7-10.

For instance,
Vdesign 7-95 = 120 mph
Vdesign 7-10 = 150 mph
Construction Period Factor = 0.75 (Less than 6 weeks)

Based on ASCE 7-95,
Vconstruction = 0.75*120mph = 90 mph

Based on ASCE 7-10 (ASD),
Vconstruction = 0.75*(150 mph/SQRT(1.6)) ~90 mph
