ASCE 24?

I've a client that has asked about construction codes and building in a floodplain in accordance with ASCE 24. I did a quick google search and found some information and actually confirmed the existance of the reference. Our code enforcement folks are not familiar with the document.

Has anyone actually used ASCE 24?
