Can i copy arragements for one assy to another? Because file - import part will not take over arragements (and ref sets, less important in this case).

No, Arrangements are an Assembly specific data set, something which cannot be selected as if it were an object, therefore there's nothing really there for you to 'copy & paste'.

I thought so. One remark, if in an assembly a component is replaced with another one and there is the same arragement name available it will take over the arragement as well. So there is some connection/link...

Yes, and that is by design. This supports the idea that users may wish to have a system where they regularly use Arrangements to consistently show similar 'options/exceptions' across several different sub-assemblies thus allowing future substitutions while retaining the original design intent.
