Army Corp - Houston Tx, Barker Reservoir

The Army Corp has just finished their new outfall from Houston's Barker Reservoir.

They have used segmental blocks around the outfall as slope protection; and they have 24" or maybe 30" pipes sticking out of the ground.

I'm not sure what these things are or what their function is. Any ideas? They look like they have lids on them. Maybe something to monitor potential water leaching from one side of levee to the other?

It's a mystery?

Yes, not totally sure, but it probably does have something to do with monitoring the ground water levels. I think seepage was what prompted the recent work.
