I don’t have the AREMA Stds. in hand, so I don’t know exactly what the Vertical Effect reduction is based on, or exactly when it applies. Could you elaborate on what it is, etc. or show the their verbiage, Std. section, around this topic, so we could see what they say on the matter? However, rocking (rock-n-roll in RR parlance) is a function of train speed, railcar/engine condition and dynamics, loaded car C.G., and the track conditions. Change any of these and each car/unit will act differently. Nicely maintained, welded rail really settles this problem down.
