Anyone know of any good computer programs that handle the requirements of anchor bolt design in accordance with Appendix D of the IBC or OSSC?

Not Hilti where the bolts are afterset, but cast-in-place situations only.

Thanks in advance.

Plans checker is demanding an Appendix D analysis even though seismic does not control by a longshot, which is unreasonable, but we still have to deal with it, whatever "it" is.... :)

As EOR's we should take the responsibility to design our structures to support the components we allow in our design per that industry standards.
 
Hilti Profis, as well as the Simpson equivalent, provide calculations for cast-in-place anchors. They both do headed anchor rods and headed studs, while only Simpson's will check L- (aka J-) and U-bolts. As for ease of use and presentation of output, Hilti's wins hands down.
 
We also use Powers fastener's program.

 
It doesn't sound like it will matter to you but Appendix D is based on un-reinforced concrete and is overly conservative for piers or near slab edges where you have provided secondary reinforcement. Appendix D provides only minimal credit via a static coefficient for "supplemental" reinforcement.
 
The current versions of Appendix D allow pretty much full credit for bars that properly develop into your breakout cone and then back into base concrete, so it's not that difficult to do things like pedestals anymore. In the first version, it was difficult proving that you'd followed the code in those situations, as it wasn't clearly explained.
