App. D vs Shear Friction

Per ACI 318-05 11.7.4.3, you can use headed studs as shear friction reinforcement. If you use the shear friction reinforcement provisions for an embed plate subject so shear only, do you still have to use App. D? I have some high brace forces to get into a grade beam. Using App. D, I am getting 6' long embed plates just to get the concrete pryout capacity to work out from App. D. I thought I might be able to get out of that by using the shear friction provisions, but wanted to get some opinions.

One other thing I forgot to bring up. 11.7.8 says that the reinforcement must be fully anchored on both sides of the shear plane. I understand why this requirement is there, but does this then kick you into App. D for the HCA to ensure they are properly anchored?
