API RP 14c and tubing

Is it normal to follow API RP 14c for tubing? For subsea chemicals tubing connections are used. However, the shut-in pressure exceeds the subsea design pressure. In my opinion only two options exist:

1) Increase design pressure subsea
2) Install a PSV topside

However, can this be done differently as this is 1" tubing? I.e. an actuated valve downstream the pressure source during shut-in?
