Does anyone have a Pro's and Con's list for why sites decide to contract their API inspection services out as opposed to hiring inspectors directly?

For some they may not have enough work to justify a full-time peerson( in there eyes), and for others they may want the protection of having an unbiased 3rd party, and some insurance companies may require it to be 3rd party as well. There are multiple reasons and its usually different for every owner.
