API 661 Vs. Non-API: Summary of Differences?

Hi guys. Do any of you have a quick summary of the differences between an API 661 air cooler vs.a non-API one?

Also, the rough figure I've heard in years past regarding the cost difference is about 30% upcharge for API 661. Does this sound right?
