API 660 Tube Wall Thickness Reduction

Does anyone have any insight on why API 660 dropped the minimum recommendation for tube wall thickness reduction in the Eighth Edition? This recommendation is found in table 4 under paragraph 9.10.1, and is applicable to roller-expanded joints. They did keep the recommendations for maximum tube wall thickness reduction (with some changes).
