Try this for a quick on line view as an official API site
Register then click on "read online documents" at the top of the page.
These are documents which have been included by reference into US law and hence need to be made available.
however you really need to buy your own copy to have it available.
API 650 is available in the refining section to view online only.
Remember - More details = better answers
