Does anybody know if/where API 650 is referenced in standard codes?

Yes this is the specification, but do you know which standard specifies API 650 for use? ASCE, ASME...?

To an Engineer, the glass is twice as big as it needs to be.
 
I want to use the structural seismic forces for foundation design that are specified in Appendix E of API 650 for tanks. For the project they have specified the use of CSA B.51 and ASME Sec. VIII. Was wondering if I could justify using API 650.
