Does anybody know if/where API 650 is referenced in standard codes?

Not sure exactly what you're asking, but the IBC building codes reference ASCE 7 for structural loading, and it references API-650. NFPA 30 references API-650 relating to fire-protection. Some of the federal rules and regulations refer to API-650 also. Usually, the references aren't exclusively to API-650, and other tank standards may also be permissible, depending on the circumstances. Let us know what you're getting at and perhaps we can get a better response. If you're asking "Does my tank have to meet API-650?", the answer is "maybe".
 
I want to use the structural seismic forces for foundation design that are specified in Appendix E of API 650 for tanks. For the project they have specified the use of CSA B.51 and ASME Sec. VIII. Was wondering if I could justify using API 650.
 
ASME Section VIII doesn't address seismic design. Generally, in the US, you'd refer to ASCE 7 for seismic loading.
I'm not familiar with CSA B.51 at all, and you'd have to read the requirements to see to what extent API-650 tanks complied.
 
Why not ask and clear up the confusion? Go back to the client with the question of what does he want you to use for the seismic design and suggest using API 650 (after you've checked CSA B.51 of course.)
