API 650 Tank Settlement

As per API 650 7.3.6.6, API provide a limit on differential and uniform settlement

but it is also said that if the settlement will be over the specified by API it shall be reported to the purchaser for evaluation.

Question is how to compute the maximum required settlement (Differential and uniform)

and how to determine the maximum dishing settlement/sagging of bottom plate.
