API 650 Purchaser Inspector

When the API 650 talks about the Purchaser inspector, what kind of person are they talking about? A third party entity? An API Inspector?
At the end of the construction who will certify that the tank meet the requirments of API 650?

It could be either or neither, depending on the customer.
See the certification in 10.3 for the last question, it's the responsibility of the manufacturer.

The Purchasers Inspector is the same as Clients Representative (or that's what we call it in the Southern Hemisphere).
As jstephen stated it is the manufacturers responsibility to ensure it is a code compliant tank - the Purchasers Inspector is just there to confirm everything the contractor has done is in accordance with the requirements of the applicable codes / standards.
The Purchasers Inspector can be anyone the Client deems to be acceptable to fulfil that role - definitely no requirement for third party sign-off,
