API 650 Plate from coil

Does the code API 650 accepts plates from coil in order to be used for shell manufacturing?

If yes, in which condition ?

API 650 is silent on this issue, that I know of. However in Appendix D there are a couple of questions asking about material from coil and the answers did not include any responses regarding the steel from coil.

I don't think the standard prohibits plate from coil; provided that the plate in question is produced in conformance with one of the specifications listed.
