API 650 Intermediate wind girder calculation

I'm checking the intermediate wind girder requirements as per 5.9.6.6.
Anyone know how to calculate h1 value when having multiple wind girders?

From the standard I get the following:

"h1 is the vertical distance, in meters, between the intermediate wind girder and the top angle of the shell or the top wind girder of an open-top tank"

That means that if I have several intermediate wind girders the greatest distance from the shell top is the one that has the greater section modulus requirement or the "h1" dimension is measures only between stiffeners?

In many cases, it is more economical to thicken the shell, rather than adding wind girders, so explore that option as well.
IE, try thickening the shell so no wind girders are required. Then try thickening the shell so only one wind girder is required, etc.
