API 620 Bottom Plate Minimum Thickness 1

What is the best way to determine the minimum bottom plate thickness on a flat-bottom tank designed to API 620 specifications?

It is on a concrete slab and anchored down. Using 5.10.2.1 does not work since R1 and R2 both become infinity with a flat plate.
