API 16C Control system gauges

In API 16C section 10.9.1 it states that drill pipe and casing pressure gauges must be scaled from 0 psi to full rated working pressure of the choke. It also says bourdon tube gauges are required, but can be supplemented with other types of gauges. It goes on to say gauges of any type may be provided with full scale pressure lower than choke system rated pressure (for better resolution at low pressures). My question is can the main bourdon tube gauges be at the lower scale, or does this refer to the supplemental gauges?

One other question - it says the casing and drill pipe pressure gauge systems are to be independent from other gauge systems - what exactly does that mean? We have a control panel with supplemental low scale gauges that reads the pressure from the same hydraulic line as the "main" gauges. I wonder if this violates the independent requirement.
