The main difference might be in the following note:
"This edition replaces the 19th edition (with 2001 errata), however the DOT has not yet incorporated this 20th edition by reference into the Federal Register. This will occur within the next 6-12 months. Please consult the DOT Office of Pipeline Safety website for updates."
