Another Assembly option question

I have run into the situation of dilling holes in an "assembly" where the end conditions are only the following:

Blind
Midplane
Thru All

Anyone know why the other are not available:

Up To Next
Up To Surface
etc

If you created in context assembly cuts and had also created the parts in context of one another in the assembly you would really be able to get yourself into some trouble with circular type references.
