I have an annotation "Target Plane" and I want two arrows coming off it, one to each view of the target plane to avoid cluttering the drawing.

If I understand your question correctly, you have a leader that you want to add an arrow to it. Select the leader and then cntrl-drag the arrowhead to the new location. This will add an arrow to an existing leader. If I did not interpret your question correctly, please re-phrase your question.

Click the leader to highlight it, hold down the Ctrl key, and drag and drop the square at the point of the arrow. The second arrow will not attach to any element of a different view though. The annotation will 'belong' to only one view.

Dustin,
That was it. Now I notice that the second arrow meets the first and cuts right through the text I have written. I have tried positioning the text a few ways but still slicing through it. Is there a way to separate the "text" end of the leaders?

I am not clear on what your issue is. Can you post a picture?

Depending on your version of SW, there should be a Leader options section in the Note (Property) Manager.
The icon you need is two leaders meeting at a yellow star. This option allows automatic attachment of the leaders in relation to the text.

CBL, thanks. I saw the leader options and that separated them.
