Annotation Leader Location Standard

Could someone tell me if there is a standard for where to put the leader coming off of text? There is a debate in my office about this and we are trying to create a company wide standard. Some say that if the leader comes from the left of the text, it should always come from the top of the text and if it comes from the right, it should start at the bottom. Others are saying it should always be on the top unless you put a horizontal line across the bottom under the text. A few say it doesn't matter as long as it looks good. I've been searching through forums and, aside from the size of the arrow head and the thickness of the leader, I cannot find any standard on this. I've included a quick image of our debate.
