How do I place angular dimensions? (I'm using version 16)

You probably have the 'distance between' icon showing in your tool bar.

To the right of it should be a black arrow, expand this and it'll give you 'angle between' option.

With the smart dimension command you can click on a line and then press "a" that will change the length dimension to an angular dimension.
