Anchor bar shear resistance capacity from Australian Standards

I have seen some steel beam to precast concrete panel connection using bars welded to cast-in plate. Can anyone tell me how to work out shear capacity of these steel bars? I assume the shear capacity to be fy*As/sqrt(3) for shear failure and D^2 * sqrt (fy*fc) for flexural failure. Which Australian standard gives formula for this and is it applicable for dowel bars shear capacity to footing too? Can anyone help? Thank you.
