Amonia Refrigeration

I am working on Wind Tunnel. The guidelines calll for Amonia Refrigeration, with SS-304 pipe. Temperature limits are 120 deg. F to -22 deg. F with Brine temperature of -40 deg. F
Do I have to use Amonia Chiller ?
Pipe material must be SS-304 for low temp?
Any Alternates? Value Engineering?
