Chapter 12 of the IBC establishes requirements for a building's interior environment. For a building intended for human occupancy, an active or passive space heating system capable of maintaining an indoor interior temperature of 68F or greater is required. The system is designed based on the building's design heating day, which can be found in ASHRAE Handbook -Fundamentals for many medium and large US cities. See IBC Section 1204.1.
 
I do not think there is a maximum listed. All of our references are "at or above".
Chapter 8 of NFPA 13 lists situations where we are required to actually use a thermometer and check job conditions. But that is normally warehouse / manufacturing..., not a house.
