If you use ACI 318-02 14.8 to design the reinforcing for a wall, do the maximum spacing restrictions sited in 14.3.5 apply?

I would say yes, 14.3 applies.

14.8 is an alternative to 10.10 (column design) and does not exclude 14.3 directly.
